The FFSA has suspended its participation in the Unocam

The crisis in the National Union of insurance (Unocam) additional agencies is not yet settled but a consensus emerged on the need to submit this instance on the rails. Created in 2004 to allow the three families of complementary insurers to interact with a single voice with compulsory health insurance and health care professionals, the Unocam is currently the case.

Dissension in its ranks between insurers (FFSA), provident institutions (CTIP) and mutual societies (FNMF) most likely will prevent it to give its opinion this week on the Bill of financing of social security (PLFSS). A paradoxical situation since the PLFSS enhances the role of the Unocam giving him a right of veto in the tripartite negotiations on subjects where complementary are the first sponsors of care.

An unlikely overhaul

The idea of a consolidation of the instance, referred to the receipt by the FFSA, seems unlikely. The insurers position seems less radical. The subtle balance of powers decided in 2004 is difficult to change. The Unocam is led by a Council where the FNMF is majority (17 seats out of 33) and, most importantly, by an Office, where decisions must be taken unanimously, each family with two seats. However, statutory changes are probably needed, not only to integrate the principle of qualified majority (60 of the votes) in the PLFSS. In addition, mutual (Gema) insurance companies group and the independent National Federation of mutual (FNIM) requested in September to finally reach the Unocam.

A code of good conduct

Rest the FFSA and the CTIP want still mean, though say the FNMF, that what happened this summer is not normal.
